Wet solid bulk cargo containing fine particles, such as coal, iron ore concentrate, nickel ore, metal ore concentrate, bauxite, had a large proportion among the solid bulk cargo transported by sea. When the moist content over the flow moisture point, it is likely to produce ir-repairable movement, which seriously undermining the stability of the vessel and may led to capsizing and sinking. At present cargo shifting caused by the free surface or viscous cargo surface similar to the free surface won’t take into account when conducting the design and construction of almost each ship. Therefore the problem involving the transportation of wet solid bulk has been a focus in term of ship safety, and still not be solved. The vessel carrying wet solid bulk cargo sank from time to time, which trigged a big concern among the international community between 2009 and 2010. The study on the risk of the wet solid bulk cargo transportation by sea is imminent. In this paper, through deeply analyzing the classification principal for Group A solid bulk cargo and Group C solid bulk cargo in the present IMSBC Code, the related problem was sum up. Then, the influence of particle size, particle characteristics, density,, moisture content, ship motion on the liquefaction was studied. In addition, the time it will cost to liquefy the cargoes and to incline the vessel was analyzed.Based on classifying wet solid bulk cargoes, defining them accurately, controlling moist content, ship motion and so on, the responding measures was proposed to dealing with the risk caused by the defects in the IMSBC Code and the cargo liquefaction, aiming at securing the life and property safety at sea. It also puts forward how to identify the cargo liquefaction.
