Ship is a large consumer of energy and also discharges a large amount of smoke. According to United Nations Framework Convention on Climate Change(UNFCCC), the International Maritime Organization(IMO) has developed a series of compulsory measures, such as new ships to meet the energy efficiency design index(EEDI) and the emissions of ships in running must be in fully accordance with BASELINE. The present ship’s energy efficiency evaluation and emission control technology is not satisfied. According to China’s national conditions, in order to face complicated international shipping market, to establish independent Ship energy consumption evaluation system and decision support system, to grasp the opportunities, has important strategic significance.The research contents are listed as follow:Based on the energy consumption of ship, this paper established the Ship energy consumption evaluation model and decision support system based on knowledge fusion through analysis and study of ship’s energy consumption evaluation index system and evaluation model of energy consumption.Layered the energy consumption system of ship and built the evaluation index system of ship energy consumption, because of energy consumption have many influence factors. Obtained the energy consumption impact of each factor by analysis the relationship between the weight of each index using comprehensive evaluation method based on triangular fuzzy number. Then build the evaluation model of ship.Built the knowledge base system of Ship energy consumption by normalizing the ship data, experiences and examples using expert questionnaire and knowledge dictionary of ship consumption.Design a multi-user, distributed evaluation and decision support system with man-machine interface using Java Web based on the Ship energy consumption evaluation model and knowledge base system. Achieve energy consumption evaluation by analysis energy consumption using quantitative method. Achieve knowledge sharing for users to make appropriate decision according to related experiences.This paper built the evaluation mode and decision support system of ship energy consumption with full consideration of the diversity of ships,provide a new method of evaluation about energy consumption of ship, and formed a set of scientific management system, provide support for shipping management, route optimization, ship design and reduce energy consumption.
