Since 1998 China’s Ministry of transportation organization carried out ‘No Parking Electronic Toll Collection(ETC) System Under The Network Environment Research and Application’ project, Especially after the national standard of our country Electronic Toll Collection(GB/T20851) release, It has made great progress in the construction of highway toll system in our country. With the ETC system’s large number of applications in the driveway of toll station, the efficiency of the cars witch throughput the toll station improved significantly, and the amount of loss reduced significantly too. The effect of energy saving has been gradually reflected. The management efficiency of tolls has made a great increase. These obviously advantages make the ETC application become the trend of the intelligent systems building on the lane of toll station in the future.But due to limited of the electronic and communication technology in the present, during the large number of inputs used on the ETC lane, various of practical problems of the system have also sprung up during the applications. According to statistics, the ETC Lane car throughput rate is less than 98% in the most provinces of China. However the national standard is 98.5%. Although the ETC system of Roadside Unit(RSU) and On-Board Unit(OBU) which are developed buy the ETC system integrators and the equipment research and development company, are required to pass through the testing and certification that be held by the national intelligent transportation system engineering technology research center of the Ministry of Transportation Highway Research Institute, the transaction success rate is not ideal in the practical application. On the other hand, because of the ETC system combination of Dedicated Short Range Communications(DSRC), computer intelligent control and highway engineering construction, makes the problem come with the features of professional span and comprehensive strong. These reasons lead to ETC Lane throughput rate problem turn into be a complex, and lack of in-depth study subject.It is aware of the importance of the research and the practical significance to our country’s ETC Lane, I have conducted the thorough research to the ETC system’s peripheral equipment of electronic circuit, Dedicated Short Range Communications, and engineering construction scheme. Through the comprehensive analysis and combined with the practical experience of solving the problems in this paper, I find out the solutions to the problems which were found in the maintenance of ETC lane. These must be providing a meaningful technical reference to the highway operation and management company.This paper analyzes the electronic and communication technology with a larger space which seem having not deep association with transportation industry, but its purpose is to explore the essential reason of the ETC Lane car trading success rate not as ideal as it should. Only to find out the nature of the problems, we can start from some representation reflect, through the most direct and simple way to solve the problem completely. The latter part of this paper is based on the entrance ETC lane of Tai Ping toll station in Yunnan Province. It accords to the reasons that have discussed in the first part of the paper, carring on the analysis, finding the main cause of the problem occurred, and then through a experiment to validate the result. By this way, it may be able to guide the ones who refer to this article in the future to understand how to combine theory and practice.
