It’s obviously shared the phenomenon that as the urban traffic congestion intensifying, "bus priority" has become the first choice to solve the traffic problems in most of the city. From the definition of "bus priority", “road-rights priority” is the specific manifestation of the implementation of “bus priority” policy. However, the buses under the different road-rights show the different driving characteristics, it’s not appropriate for the traditional link performance function that shows the running characteristics of buses. Meanwhile, this paper proposes the concept of “bus priority”, on the basis of the characteristics of the running buses, analyzing the operation rules of the buses during running in the road, and constructs the link performance function that is suitable for buses. On the contrary, the traditional link performance function ignores the different running characteristics of buses and other vehicles, at the same side, it can not reflect the interference phenomenon that’s because of existing differences between buses, thus, it’s not suitable for the calculation any more. Therefore, the new research under the rules of bus priority the link performance function of buses and other vehicles is undertaking.This paper works on the characteristics of running buses, it studies respectively from the numbers of bus route, the process of stopping at stations, the passenger flow, also on the type of transport infrastructure to analyze the influences during the buses and the impacts that buses on other vehicles. This paper aims at buses under the closed independent road-rights, begins with the operating principles of road-rights, it’s acknowledged that the delay of buses under closed independent road-rights is that the delay of stopping at stations, abouchement into traffic flow and signals controlling at intersection. and on the basis of using Queuing and clearance theory, this paper constructs a delay model about those three portions above, ultimately, it draws a conclusion that the model of buses’ link performance function. In view of the non closed independent roadrights of vehicles, buses and other vehicles are in the mixed states, and at this moment buses can be considered as the “moving bottleneck” on the road, according to the related theories of moving bottleneck, this paper establishes a delay model that other vehicles interfered by buses, and concludes the link performance function model of other vehicles.
