The New Countryside Comprehensive Development And Planning Research In The High Altitude Tibetan Area On The Jiu Huan Tourism Line

Under the background of new era,new rural areas was a new style of new connotation, including new houses, new facilities, new environment, new farmers, as well as new style,which consisted of the five aspects of a category. The comprehensive development of new rural was the concept of rural planning, it was a train thought that can solve rural, farmers, agriculture problems. The nine link in high altitude Tibetan village comprehensive planning which was affected by multiple factors,such as the fragile ecological environment, complex geographic land form, and the low level of economic development, imperfect infrastructure,and even the Tibetan national minority stockaded village folk culture that was becoming more and more assimilated was also the factor.Therefore, The nine link in high altitude Tibetan village comprehensive planning not only possessed the basic characteristics of the new rural planning and construction of new countryside but also had its own particularity of development planning.This paper studied the three obvious characteristics of the study area: the first one was the special climate of high altitude; the second was economic advantages of the nine circle tourism; the third were the rich Tibetan regional cultures. Based on the science of human settlements theory, industry theory, and the spatial culture theory, in addition to the summary to the exploration of the new rural construction practice, combined with the three characteristics of the study area,this paper gave a detailed analysis of new rural construction in high altitude area, and explored the new train thoughts which were suitable for the new rural planning in high altitude area, besides bringing out the basic principle in the nine link in high altitude Tibetan village comprehensive planning. And expounding the methods, steps, contents and characteristics of high altitude rural planning, summing up the construction principles, the main objectives and guiding ideology as to high altitude of nine link the Tibetan village comprehensive development planning.Based on the idea of the village comprehensive development planning of construction,the paper build new village planning content and structure with industry choice, residential style transformation, and the implementation of environmental remediation, as well as the inheritance of ethnic culture planning as the main. Finally, with empirical analysis of Han pan(in Song Pan County)village planning as a case.In the stage of exploration and construction of new rural planning,hoping this paper can provide a theoretical reference for the new rural construction of the nine link in high altitude Tibetan area.
