The highway is a main mode of transportation to connect cities in our country. It plays a very important role in a country’s economy development. Since the reform and opening up, highway construction in China has achieved excellent results. In the past few decades, the total highway mileage of China is number one in the world. Although the total mileage of expressways open to traffic continues to increase, it still can not meet the needs of rapid national economic development. With the large influx of traffic, traffic jams and congestion are often on the highway, which caused the transportation efficiency and safety reduced greatly. Whether it is in good running state highway running, not only relates to people’s daily life, but also relates to long-term economic development of the country.Research has shown that the establishment of intelligent transportation systems(ITS) is an effective way to solve the smooth flow of traffic and highway safety issues. According to domestic and foreign research based on traffic flow guidance system, the author designs the overall framework of freeway traffic flow guidance system. The system combines road traffic conditions in our specific situation, and the paper will study some of the key issues.In this article, the author studied the vehicle scheduling model, assuming that the statistical distribution of parametric test and vehicle distribution reach statistical estimates do. The collected data is used to verify and provide the theoretical basis for the flow rate of CPN model. Road network topology structure was studied. The author carefully analyzed the CPN external communication which is established between the theory and the propagation mechanism, C # and CPN model. Additionally, in highway emergency areas, in-depth research has made contingency plans, emergency response and case-based reasoning. By digitizing contingency plans, which help open XML technologies, combined with contingency plans and GIS engine, all the way images, text and dynamic interaction can be processed on the platform.On the basis of these studies, the author developed a freeway traffic flow guidance system based on GIS. Information inquiry system has been developed, including real-time traffic simulation and best route guidance features. GIS-based highway traffic flow guidance system, may lead to the highway road resources, improve efficiency, help transport operation system, and achieve global optimization.
