Now, our country is mending her pace in traffic information building. In order to realize the utilizing and sharing sufficiently in traffic flow information, we have to establish the real-time information system to the managers and users at the same time. Therefore, travellers can select their routes depend on knowing the situations of highway network fairly instead of selecting the route randomly or by their experience before they go out .By mastering the real-time traffic information, managers can provide reasonable dynamic guidance to travellers in good time and lead the vehicles running on the optimal route, decrease the running hours and finally distribute traffic flow to whole highway network equably.Consulting achievements on abroad and considering the trend of development in our country, the paper studies and perfects the traffic system which satisfy the traffic demands passively, and through the ways as analysing, selecting , subjoining and systems engineering, puts forward the information system for dynamic guidance of highway traffic flow based on advanced technology and the requirements of voluntary management. The system can adapt to the demands of transferring quickly about traffic information and dynamic controlling for ITS.During the course of studying on the system, the paper adopts the way of "top-down", which means that we explote system starting from knowing the user requirements and the function of system, then we distribute the founction to every subsystem and respond at once when the subsystem encounter some problems. We must solve the probems continuously until the system having no problem. In this way the paper presents the construction and actualizing framework of information system for dynamic guidance of highway traffic flow. In addition, analyzes the adopted key technology. The construction of information system can really promote the organic relations between travelers, traffic tools, traffic facilities, traffic managers and traffic environment, and be using and sharing the traffic information fully, as a result, promote fundamentally the safety, efficiency and comfort of traffic system , optimize the highway traffic environment, provide the possible to solve traffic problems and build the foundation for the highway intelligent transportation system.
