| The consumption of public buildings has a large proportion of building energy consumption in China. The energy conservation of public buildings was becoming an emphasis of conservation work. MOHURD pointed that the mission of specific objective of building energy conservation in future in China. The State Council announced the opinion of enhancing the standardization about energy conservation work. So that, it is very necessary to evaluate the energy consumption of public building scientifically. This job is significant to complete the building energy conservation and sustainable development.This paper based on the summarization of building energy conservation domestic and overseas. Through energy audits of more than 10 office building which are located in Jinan. On this basis, the method and principle of formulating the quota of energy consumption of public buildings. And then according to the data in energy audits, this paper came with the quota value. The light energy consumption took 5%-15% of the whole building, the devices took 15%-40% and the HAVC took 45%-65%.HAVC system is the highest energy consumption system and it has the maximum potential.According to the information and data in energy audit, this paper made an area-indicator of electric energy, which included four indicator:light system, device system. HAVC system and dynamical system. Meanwhile, based on the quota value, the paper gives several formulation to amendment the quota value, so that it could be used more widely. And the quota value was set a floating rate to get an upper limit value. Such like the case that building use AC to heating in winter. And it is two different indicator about the buildings’ area which were blew 20000 m2 and above 20000 m2.In addition, aiming at the problems of the building operation, some solution were given.
