The highway mileage of China has been ranked first in the world, the highway construction concept starts turn into security, environmental protection, coordination, economy, comfort and people-oriented from technical and economic inclination. In the new period of road construction, road engineering not only meets the need of traffic function, but also complies with requirements of safety, comfort, nice view and environment. An important topic which road construction faced with is how to deal with the relationship of development、 environment harmony and resource utilization. Due to the lack of supporting theory guidance, design and construction staffs face a huge difficulty.The road background are natural, semi natural or artificial landscape with full of changes. As a transition of road body and road background, cutting research needs to be implemented as a key study, as well as form a scientific and perfect theory. However, researches around this work are not too much. The purpose of this study is that establish a reasonable solution for cutting design and environment coordination combination, as well as reflect a core idea of stability, coordination, nature, nice view, economy, provide some support for the optimization of road design scheme. The main contents of this paper are as follows:1. This paper expounds the research situation of overseas and domestic road cutting slope design, as well as find problems which are needed to be solved, and determines the research direction and thinking;2. The imbalance root of road construction and environment was found by an investigation which involves a large number of existing roads in Shandong central area, as well as reveals the typical problems existing highway cutting slope appear.3. Basic methods and skills are proposed systematically for the coordination of road cutting and landform. a new idea which should be followed in design of cutting slope is put forward. Besides, aiming for slope design, intercepting ditch design, selection of vegetation, landscape design and the engineering geological classification etc., detailed description and summary were carried out, as well as a complete set of slope landscape design theory with guidance was formed.4. The practicality and reliability of this paper were confirmed via implementing the national demonstration project of QingLai freeway (South JiQing freeway), also it owns some reference value for road construction of hilly mountain area in semi-arid area.
