With the development of Smart Grid, related technology of Smart Substation improves a lot. Substation monitoring technology develops from traditional remote control technology to the integrated monitoring and control system, which implements some intelligent functions such as operation monitoring and management, operation and control, alarm information direct transmission and remote graphical browsing, comprehensive information analysis and intelligent warning. VQC (Voltage Quality Control) technology is one of the important advanced applications in Smart Substation, which aims to form a reasonable reactive power flow by controlling the existing reactive power compensation devices in power grid. VQC software based on integrated monitoring and control system of smart substation is embedded in the backstage server as a module. This software achieves required data from full scenario data platform by using proxy service. It has wide data source, good real-time performance and compatibility.This paper is specified in VQC software based on integrated monitoring and control system of smart substation. Firstly, the development of substation voltage quality control technology is recalled. Advantage and disadvantage of different VQC realizing method in different development stage are compared. Then architecture, functions and data flow of integrated smart substation monitoring and control system are introduced. VQC technology in smart substation and traditional substation are compared in terms of basic principle and control strategy of voltage quality control. Based on the improvement of smart substation compared to traditional one and considering the current technology, this paper chose seventeen-area VQC software to control the voltage and reactive power in smart substation. Considering the requirements of smart substation VQC, the functional procedure, capacitor switching and tap-changing process is designed. Then use hierarchy design method and object-oriented programming to develop each module of VQC software, including configuration module, VQC server module and so on. Classes related with VQC software programming and worker thread of VQC software is described.Finally, this paper gives a test case and test process of VQC software. The effectiveness and reliability of the VQC software for smart substation is verified according to the test results from 110 kV Dongjing smart substation.
