Tianjin city is seriously short of water resources and this problem is becoming the key restriction of city’s economic and social development. Especially after the development of Tianjin Binhai New Area and the ecological city, the water consumption increases rapidly. Water diversion project is the most effective way to solve the problem.After the finishing of the project, it not only can solve the root of the shortage of water resource, but also has important significance for promoting economic development, environmental improvement and social stability.After diverting water from the Yang tze river, except the non-conventional water source of desalination water, recycled water and etc, Tianjin will form the pattern which is joint water supply of Yangtze River and Luan River. At present, the most urgent task we need to solve is how to solve the problem of joint water supply rationally to ensure safety of water supply, bring the benefits of project into play and reduce the cost of water supply.For ensuring safety of water supply, reducing the cost of water supply and making the project benefit maximum, this paper analyze and establish the topology of water supply, the mathematical model of joint water supply and the software system of joint water supply based on UML theory. We can obtain optimal allocation scheme of Tanjin city multi-water supply by means of the mathematical model and the software system. The main contents of this article are listed as following:(1).The Analyze of Water Demand and Supply in Tianjin. Find out the contradiction of allocation scheme of Tanjin by means of comparing the present situation of water demand with available supply. Finger out the problems of present water-supply situations according to analyzing the ability of water plants and pipeline, the rule of water resources allocation.(2).The Modle Study of Joint Water Supply. This article analyzes all kinds of nodes(including the water resources,water plants and water-supply area) and pipe(including truckpipe and brancdpipe), establishs the topology of water supply and mathematical model of joint water supply according to the existing condition of water supply and planning for the future in Tianjin.Based on the topology,it builds a bilevel programming model for the problem.Each level has its own aim,it should be annlyzed separately and also need to find out the relationships between the two aims.The aim of first level is cost minimization and the second is lack of water minimization.The mathematical model is built by Java and solved by using NSGA-Ⅱ and line algorithm and from this, the rational allocation of water resource in Tianjin is obtained. It finds out the problems existing in the present scheduling and figures out the rational proposal for the present situation of water supply according to all above results. (3).The Building of The System of Joint Water Supply. For cooperating with the modle of joint water supply and provide reliable basis for decision-makings of rational allocation of water resource in Tianjin it analysis requirements of system functions and the users proceeding from the actual and the instance-modeling analysis was carried out according to use case analysis, static structure modeling, dynamic behavior structure modeling, database modelling and physical modeling based on modeling framework of UML. After this, the system was developed by using Java language.At last, the study results are summaried, the shorting of this article is pointed out and some research to be further studied are presented.
