The current climatic changes lead to the changes in nature, ecology and social system, while the carbon emission is the main factor impacting the climatic change. All countries throughout the world are seeking the balance between economic development and reduction of carbon emission positively. The current studies on the low-carbon cities are mainly concentrated in the strategic level, which lacks the support of empirical study. The urban public service facility layout may impact the carbon emission of residents directly. With the leisure and entertainment in people’s daily life, the optimization of public service facility layout and reduction of carbon emission may become a significant part of the low-carbon urban planning. However, there are few research achievements in this aspect, especially the carbon emission and public service facility layout in the daily lives of residents in the specific region, namely the periphery of the central area of metropolis.This paper studied the public service facility layout on the low-carbon emission from the angle of daily traveling of residents, aimed at meeting their daily requirements as well as reducing carbon emission. Thus, it took the public service facility layout of typically expanded development area –urban fringe of Beijing as the object, which is equipped with representativeness and pervasiveness. With the first-hand information from the survey data of daily traveling of residents in the Beiyuan, by management and analysis on these data, we understood the features of daily travelling towards those residents. Meanwhile, combined with the current situation of public service facility layout, the paper tried to find out the problem which had impact on the low-carbon travelling of residents, upon which, it finally put forward related suggestions on the public service facilities of the margin groups in the view of low-carbon emission.At first, the research status of the public service facility layout and the carbon emission in daily traveling of residents is learned about through the literature review, for seeking the connections between the two. Related theories and research status of the carbon emission calculation mode is sorted out and analyzed for guiding the investigation in the daily traveling of residents in Urban Fringe.Secondly, it made a summary and analysis on the development course and research situation of margin groups of Beijing, and at mean time, qualitatively analyzed the development and status quo of public service facility, in order to provide data for quantitative analysis on the public service facility layout in urban fringe and to make sure the objectivity and reality of this study.Later, with the carbon emission calculation mode, the carbon emission amount in the daily life of residents in two investigation sites is compared, and it is found out that the impact of supermarket commercial facility on the daily traveling of residents is the greatest, and the rest is relatively small.Finally, this paper put forward suggestions upon the requirements of public service facility layout from the low-carbon theory and hopes that it can provide certain references for the optimization of urban fringe.
