Along with the application of digital substation integrated automated system, the automation degree of our power system is higher and higher. Of all the applied professional skills, intelligent communication technology has been the key technology for development of substation integrated automated system, which makes the distributed intelligent devices in the system constituting integrated network, and forms a fully functional integrated automated system. Remote management unit is as the transfer station, the function of which is to implement information exchanging between monitoring system and remote scheduling. On the other hand, considering the popularity of GSM communication network in China and the convenience, without being limited by the distance and other features of SMS, it is possible to strengthen the personnel on duty or maintenance personnel to monitor equipment; meanwhile, it also could realize to transmit information timely and improve the response speed of handling fault event under the condition of limited distance.This paper aims make the traditional remote terminal device have wireless transmission function, it achieves to send short message by remote management unit by using the way of embedding GSM module. By analysis on the function of device, it defines the demand of remote management unit with the function of GSM wireless transmission, and puts forward the overall design scheme in software and hardware of remote management unit. It applies the distributed structure of "CPU+ auxiliary module+ GSM module". Of which, it selects MOXA board EM2260 with embedding ARM chip as the Core Microprocessor of CPU module, and applies the most widely used Siemens TC35 chip as GSM module. On the design of hardware, it also discusses the structural layout of mainboard, the design of external expander circuit and the fabrication of GSM module. As to the development of software, this paper mainly designs the communication between the master station 104 in integrated automated system and client server, the analysis on protocol 104 and the function of AT instruction controlling GSM to send short message based on Telecontrol Standard Communication Protocol IEC60870-5-104. The entire application program is developed by using Linux platform, and then it is transplanted to target ARM board by cross compiling after completion, based on transmitting data through existing Ethernet technique by remote management unit, which increases the communication of using GSM to send short message. Additionally, in order to solve the optionality of data transmission, this paper also designs configuration tool generating needed configuration document, which is downloaded to target board together with program and operates simultaneously. It applies UI design in C++ programming technique to develop configuration tool.Through the authentication of developed remote management unit, this system could complete the communication with the device in bay level, at the same time, it also could send data in the form of short message to designated users through GSM module, and successfully achieves wireless transmission function of remote management unit.
