With the deepening of China’s reform and opening up, the rapid development of the national economy. Along with the rapid increase in traffic flow is; traffic jams,traffic accidents, air pollution is worsening. Implementation of intelligent induction traffic be imperative. Because of the new technology in the field of intelligent transportation integration, the rapid development of intelligent transportation, but the induction was mostly induced by the path, influence factors and the critical velocity induced by the reasonable signal lamp is blank, is a topic worthy of study for the usefulness and applicability of the intelligent transportation system of the induction.Research and analysis of the causes of traffic delay caused by background traffic flow according to the Xining city traffic capacity of poor situation for a typical congestion crossing. Through analysis of the causes of traffic flow and the traffic delay difference is mainly because the driver of the signal lamp is not accurate grasp problem judgment, thus causing traffic intersection congestion and delays.
