Thermal power stations with cogeneration heat is a recognized energy-saving and environmental protection technology. In this system the energy would be cascade used, less lost and has higher comprehensive efficiency.In this paper, steam power system in Wuhan Petrochemical factory was analysed in energy and optimal reformed. Under conditions of system safety, stable operation and meeting the heat and power demand, under guiding of the "three links" (conversion, utilize, recover) theory of energy optimization to process system and under the premise of analysis on the heat and power demand in factory, the system plan was carried out. With the help of software SPSOpti for optimization of steam power plant operation, the optimization model of steam power operation system was built. Through economy accounting, the deficiency of original power system was improved, reform plan was promoted and technical and economic analysis were carried out. Reform plan was put into effect, fuel construction was adjusted; back pressure turbine was used; 10MPa~3.5MPa exhaust turbines were added; the deaerated water was gather provided, to raise efficiency of pump; instead of electric motor the turbine was used to drive pump, to reduce electric consume; the inlet temperature of deaerator was increased, to reduce steam consume; the temperature and pressure reducers were optimized, to reduce steam loss; screw expander was added, to recover pressure energy of steam; the compensation points of temperature and pressure were increased, to improve accuracy of measure data for steam flow; pipe brackets with thermal insulation were used; etc. the comprehensive efficiency is increased. Through selection of parameters, accounting of thermal power system, design of pipe system, steam consume and costs of steam and electricity were reduced. The Operation adjustment measures for system flexible were put forward, to regulate the steam power system under various working conditions.After the energy saving and optimization of steam power system with cogeneration heat, thermal power plant in Wuhan Petrochemical factory has achieved remarkable progress and remarkable economic benefit.
