| Since "Hangzhou Historical Districts and Buildings Preservation Measures"formally implemented in2005, Hangzhou historical districts and buildings preservationwork gradually on track and continuous developing. Although the historical districts andbuildings preservation work has been developed for a long period of time, but theproblems and the shortcomings of the strategies and measures taken in the past exposedmore and more with the historical districts and buildings preservation work carryingout.In order to promote the development of historical districts and buildingspreservation work in Hangzhou, and look for countermeasures to solve the problemsencountered in the management and implementation issues, this paper research onmanagement and implementation issues of historical districts and buildings preservationin Hangzhou with examples. It is found that the current Hangzhou’s historical districtsand buildings preservation work implementation and management mainly has threeaspects: First, the preparing process of Legal Guide Plan of Historical BuildingPreservation takes a long time, therefore gap is existed during managing; the LegalGuide Plan of Historical Building Preservation content is not perfect. These two reasonsmake the implementation of Legal Guide Plan of Historical Building Preservation moredifficult. Second, the historical district preservation and renovation projects, often take aone-time, mass rather than long-term treatment method. In the progress of historical district preservation and renovation projects the common old building blocks unlistedare always ignored. The differences between individual buildings in historical districtsare also ignored. Third, because of the historical buildings are always high residentialdensity and long-term use of overload, and the ownership and use right of historicalbuildings is dispersion, the restoration of historical buildings become more difficult.The above issues, this research puts forward the following countermeasures. Firstly,improve the preparing process and content of Legal Guide Plan of Historical BuildingPreservation, and make the Legal Guide Plan of Historical Building Preservation moreinstructive and more enforceability. Secondly, focus on the effect of general old buildingblocks in historical district on overall style of historical district in the historical districtpreservation and renovation project, and deliberately retain differences betweenindividual buildings, carry out historical district preservation and renovation projects inLong term progressive wayAs far as possible. Finally, take appropriate strategies andflexible encouraging mechanism according to the actual situation of historic buildings inadjustment of ownership, use right and functions of use, and also pay attention to theinterests of original owner and user. Attention should be paid to the duality of historicalvalue and use value in historical building function adjustment. Take the historicalbuilding long-term maintenance and rational use into account in preservation forarchitectural space pattern and facade style of historical building.The above is the author’s superficial view of what the author have seen, heard andexperienced in historical building and district preservation of Hangzhou. The research ishoped to play some good effect in research of historical building and districtpreservation in Hangzhou. These understanding may provide a reference for who isworking on Hangzhou’s historical building and district preservation and promote thedevelopment of historical building and district preservation in Hangzhou further. |
