In recent years, the development of computer information technology gives birth tothe knowledge management applications in various fields, and this will also bringinnovative methods of traditional project management in the construction business.This situation makes the two sides have differences and disputes, seriouslyaffecting the smooth progress of the project as well as the maintenance of therelationship. As the construction company, how to dig out experiential knowledge of theclaim experts from the previous claims case. And how to make these experientialknowledge for secondary use of contractors to help contractor gather strong evidencesof the claim. All those are the important problems to be solved. Based on this, the paperintroduce the ontology theory to construction claims to establish construction claimsknowledge ontology library. And through the semantic similarity degree of ontologyconcept and fuzzy subset theory, combined with the claims event attributes of the usergiven, the model reasoning out the most similar claim case or claim concepts for theuser as a reference. The result will assist users to make the claim decisions.Firstly, the paper puts forward the unified description framework for thedescription of construction claim cases, and uses three different knowledgerepresentation methods to express the construction claim cases. On this basis, the paperuses circulation evolution method to build the claim knowledge ontology model, anddescribes the process of creating the classes and related properties of claims ontology. Inaddition, the paper presents the concepts and properties dictionary of construction claimontology, and uses protege4.2to explain how to create the concept classes, object properties and data attributes of the claim ontology.Then, according to the characteristics of the construction claim ontology, the paperestablish the construction claim case reasoning model based on degree of ontologysemantic similarity and fuzzy subset. In addition, the paper complete semantic retrievalprocess design base on the “jena” reasoning machine, and be considered for the face ofthe similarity of the concept from the three square of semantic distance, semanticcoincidence degree and node level, and demonstrates the principle of semantic retrievalthrough an example.In the reasoning model, the paper analyzes the property characteristics ofconstruction claim cases, and proposes using the combination of the matrixrepresentation model with the degree fuzzy subsets to realize the reasoning ofconstruction claim case similarity. Finally, the paper introduces the implementation ofconstruction claim case reasoning model, which is based on ontology, and state the mainresearch findings and the insufficiency of the research.The paper establishes the construction claim ontology model, which realize casereasoning through the concept of semantic case-based reasoning and fuzzy subsetsnearness methods. It provides a new approach for contractor to realize theknowledgeablization of the claim cases.
