The development of small towns, especially the Chengguan Town, on the modernconstruction of our country has a strategic significance. As one of the important partsof the new type of urbanization of our country road, small towns play a decisive rolenot only for the healthy development of urbanization, but also for solving the "threerural" issues. Compared with the city, small town, although small-sized, almostdominates in quantity. In recent years, small towns in China are to accelerate thedevelopment of the situation; therefore, deeply research on the small town has theimportant practical significance and urgency.However; due to the lack of in-depth research and normative guidance, smalltowns in China appear a variety of "lost" and "retrograde" phenomenon in theconstruction of traffic, focusing on an unclear positioning of transportationdevelopment model results in the “lost” of the performance of small townsdevelopment direction for the traffic; and the “retroaction” of the construction of trafficfacilities. Such as the blind construction of wide roads; the ignorance of the branchsystem construction, a simple imitation of large and medium-sized city in road sectiondesign, little concerning with the intersection channelization design, the neglect ofpublic traffic caused by the desire to meet the private car demand, and randomlyoccupying and destroying slow traffic space and environment. Objectively, thedevelopment of small towns on the way to “Car’s Town” will lead to the energyconsumption, the environmental damage, the cultivated land occupation and the serious social contradictions caused by traffic and other serious consequences.Based on the above understanding, this thesis complies with the trend of the times,in the guidance of low carbon concept, first of all, from the respects of urban trafficcharacteristics and traffic development goals to start, to prove which developmentmode of transportation should our small town choose from a strategic height—that is:the township should be formed as to be dominated by slow traffic, to be complementedby public transport, and to be added to some proper development of car traffic; thetown should be formed as a model of public traffic oriented, as well as a supplement ofcar traffic and slow traffic. Then under the guidance of this mode, from these threeaspects--the road network layout optimization, optimal road section and intersectiondesign optimization design, this thesis aims to research how to implement the smalltown planning and design. Finally, combining the Taierzhuang in terms of trafficplanning and design, this thesis carries out a detailed analysis of the case. The result ofthe study will provide a reference for the traffic planning and design of small towns inChina, in order to promote the healthy development of small towns.
