In1995, the Ministryof Construction issued the "notice on strengthening management of city heating planning"(city [1995]126), requirements of various provinces and cities nationwide set heatingplanning scientific and rational organization and implementation according to plan, to avoidblind construction and redundant construction. According to the development experience ofcity heating at home and abroad, and China’s current energy-saving and emission-reduction,the practical requirements of sustainable development, the city heating planning mostlypreferred cogeneration, clean energy and renewable energy as heat source. This paperdescribes the preparation process of heat supply in Hexi District Tianjin city planning and theplanning, management and control of the situation analysis, feasibility studies, planningorganizations, links and so on design steps are discussed.City heating planning is the discipline, strong technology a system, and the actualcombination, need a large amount of basic data, and on the basis of the analysis, summarized,proposed the question, to solve the problem of design. At the same time, heating planningprinciples of planning, policy, development and heating engineering technology areconstantly changing. This requirement when the preparation of specific planning to fullyunderstand the current national situation, policy, development level at home and abroad, thefuture development direction of city heating, should be scientific, forward-looking, but alsohave maneuverability. The objective of this thesis is to a specific example, heating planninghow to make a reasonable one area and the land intensive use of remaining planningproposals.Hexi District as the Tianjin City Hall location, district Party committee, the districtgovernment has also put forward the construction of national capital, the beautiful districtgoal.
