The Research Into The Flexible Control Of The Regulatory Plan Of Jinghe New Town

As a important part of Chinese urban planning system between master planningand district planning, regulatory detailed planning is the legal document to guide theurban construction. But with the market mechanism growing, the effectiveness andoperability of regulatory detailed planning and even its legal status is impacted.Jinghe new town is one division of Xi-Xian new district which is a national newurban district in Shaanxi province, of which location on the northern edge of Xi anwhere the dragon vein of ancient Changan lies is unique for development. Based onforming the elastic mechanism of regulatory detailed planning, with the syntheticanalyses on the problems in current implementing process of regulatory detailedplanning, this paper attempts to construct the frame of the elastic controlling mechanismof Jinghe new town and seek the synthetic coordination between compiling techniquesand planning management, and put forward the strategies of elastic controlling ofregulatory detailed planning.By the time the regulatory detailed plan of Jinghe new town compiled, cuttingthrough the elastic controlling of regulatory detailed planning, this paper conducts acomprehensive study on its proper controlling system and analyzes its applicability toguide the planning and construction of new urban districts of this kind. In chapter I, weanalyze on the development of regulatory detailed planning and problems in its currentimplements and put forward the origin of elastic controlling, which forms the frame ofthe paper; In chapter II, we study on relative controlling theories and analyze on relativeconclusions of researches on the elastic controlling in the world to find their rationality and deficiencies; In chapter III, from legal controlling system of regulatory detailedplanning and problems in practice of regulatory detailed planning on Jinghe new town,we analyze and induct the causes of problems. In chapter IV, pointing at the analyses onthe problems and causes above, bound with relative theories and experiences and ourcomprehension on the regulatory detailed planning of Jinghe new town,we constructthe elastic controlling frames of Jinghe new town; In chapter V, based on the elasticcontrolling frames defined above and practice of regulatory detailed planning on Jinghenew town, we put forward four elastic controlling strategies as layering, districting,classifying and dynamic regulating; In chapter VI, cutting through the planningmanagement, we put forward strategies as management by stages, block regulating,rewarded development, and princepled requirements as well. In chapter VII, we reviewthe content above and integrate the core content, and explain our comprehension andviews of regulatory detailed planning and its controlling part through the writing.
