With the rapid development of the city gas industry, the buried Gas Pipelines all through the city's streets have rearched more than 30,000 kilometers in China,60%of which have been in operation for 20 years or so. In particular, in Beijing, a capital city which both has a long history and has been developing rapidly, the tube pipes have been used for several decades in most urban areas. Without the present traffic conditions taken into account while initially laying the pipelines, it is common to come across gas line leakage caused by the excessive load of parts of the pipelines. In spite of the establishment of a sound early warning mechanism, it's also impossible to prevent all accidents. Furthermore, once there is an accident, emergency rescue and disposal appears to be particularly important. Effective dispatching of emergency resources is not only the key to the treatment and rescue, but also a dynamic, complex and systematic engineering. The core part of the article, involving six chapters as well as three main components, is to set up a dispatching model of emergency resources, which is to find the optimal plans for emergency resource management in with limited resources and the shortest time. And the article aims to offer help to improve the original emergency rescue model.First of all, the article briefly analyzes the safety situation of underground gas pipelines in Beijing, identify the possible hazards of the buried serving gas pipelines, analyzes the safety risk, and makes analyses on the mechanism of the occurrence, development and evolution of gas line leak.Second, resource allocation, resource scheduling and other important components in emergency management are analysed, focusing on analyzing the characteristics of emergency resource scheduling, as well as clarifying the responsibilities of various departments during an emergency resource scheduling by the application of responsibility matrix, so as to lay the theoretical basis for setting up the resource scheduling model.Finally, the article mainly researches the problems of single-objective optimization in scheduling contingency resources, and points out the limitations of single-objective optimized model. In addition, based on the original model, the two-tier and multi-objective optimized models are set up, making the model more in line with the actual situation of scheduling. And when I constructed multi-objective optimization model, I quoted philosophy of emergency logistics body and used the multi-objective decision-making-the ideal point method to find out the solution of the multi-objective optimized model of emergency resource scheduling. At last the feasibility and practicality of the multi-objective optimized model are verified, with a concrete leak as a case as well as the checking of the multi-objective optimized model of emergency resource scheduling established in this paper.
