| Cogeneration supporting heating network works has been attended and implemented,due to its superior energy-saving and environmental protection. In order to promote theenthusiasm of cogeneration project and the improvement of environmental benefits, inrecent years, the state encouraged large supporting cogeneration heating network projectto be build. However, due to its technical complexity, and not only to meet therequirements of the construction, but also to meet the relevant provisions of theenvironmental, construction and implementation of such projects face a severe test. Theprojects have the Features, such as big investment, long construction period, investmentrisk, less related references, and so on, Therefore, it is necessary to carry outcomprehensive evaluation to measure projects on corporate, social and environmentalefficiency improve the investment and construction efficiency, reduce business risk, aswell as provide the necessary basis for the investment and construction of similarprojects.In this paper, we use comprehensive evaluation to evaluate the supporting heatingnetwork project of of Baotou2×300MW thermal power generating units. First, adetailed introduction about the project and heating to provide basic information forfurther study, on this basis, analyzed the economic and environmental benefits broughtabout by the project, as well as the necessity of the implementation of the project. Then,introduce the theoretical basis of the analytic hierarchy process and fuzzy comprehensiveevaluation method. Finally, on this basis, on four dimensions index system from theengineering design, environmental, social, economic to evaluate the impact of Baotou2×300MW thermal power generating units supporting the heating network project byAHP-Fuzzy Comprehensive Evaluation comprehensive. Through the evaluationresults,we can get overall efficiency of the investment about the project, come up withstrategies opinion against the possible risks, and provide a reference for theimplementation of subsequent projects. |
