Study On The Objective System Of Railway Engineering Projects

Abstract:So far, the theoretical workers and practitioners in the field of target management have achieved many significant results, these results also had a positive effect in the application of project management. But the project target management, especially the system construction of academic research and engineering practice have some defects:(1) the construction of target system is lack of integrity and systemic;(2)the research about target system building method is not deep enough. Based on the above defects and the insufficiency, this article chooses "building the target system of railway engineering project ", aims to explore target system construction principles from the perspective of project system, proposes ideas and methods, adopts practical and effective methods to construct a system of total objectives, system targets and the sub goals and executable targets, and gets a better project performance.Firstly, based on the definition of some relative concepts about project objects management, this article focus on the following theories to establish the project objects systems:Stakeholder theory, Product Lifecycle Management, system theory and method, engineering philosophy. This research points out the basic rules that should be obeyed in building the project objects systems. Meanwhile, this research used several methods to expand and break the object, such as LFA, PBS, WBS and OBS. All mentioned above provide a better theoretical basis for the building of an object system that penetrates the whole process of construction and involves all the participating units.Secondly, determine the target system level:strategic objectives, milestones, executable object. And use five goals (the quality, environment, occupation health and safety, construction period and the investment) as target of railway engineering project.Finally, the horizontal and vertical target decomposition of railway project which including pre decision stage, survey and design stage, construction stage, by using LFA method. Then using PBS, OBS, WBS set a goal and responsibility system of each sub stage of railway project decision-making stage. There are twelve figures, thirteen tables, forty-seven references.
