| With the use of advanced optoelectronic technology, data access technology, image processing, and pattern recognition technology, the monitoring control system for public security of road traffic in real-time collect the image of vehicles, and then the image is automatically recognized by the technology of license plate recognition, and the recognition result is stored in database. The system is based on automatic recognition technology to in real-time collect and to stores all vehicle data of bayonet, to analyze the composition of vehicles and the distribution of traffic flow, then providing the support for the monitoring department of traffic greatly. The paper is based on the traffic project of western some city, which need to develop a set of advanced and efficient monitoring control system for the city traffic monitoring department.This paper discusses the functional requirements of the monitoring control system, and use case requirements for each part of functional requirements. The system is overall designed from design principle, design basis, the design aim, system network architecture, physical architecture and database design, and other aspects of the monitoring control system, which is divided into two subsystems including bayonet front-ending system based on license plate locating, character segmentation technology to implement image acquisition, processing and data record and bayonet center management system based on B/S model to achieve the vehicle’s statistics, to set the blacklist, and alarm, etc. The system is designed based on layered architecture, follows the Spring MVC pattern. In the aspect of data services, the system utilizes the Oracle database, and the Hibernate framework to implement the data operation.The implementation of monitoring system has a positive role for mastering all vehicles data of the western some city, monitoring department making the organization timely, accurately and effectively and maintaining good environment and traffic order. Based on the monitoring data analysis and processing, especially the vehicle license plate recognition, it is meaningful for the traffic management department to deal with the illegal behaviors. The system has been deployed in the department of the western traffic monitoring, and the working status is very well. |
