Changzhi is an important city lying in the southeast of Shanxi province. With theaccelerating expansion of city, industrial and agricultural activities take place more and morefrequently, city environmental problems become increasingly serious, water pollution deepenincreasingly. The only wetland of Changzhi is increasingly shrinking, the function of which isdegenerating gradually. Natural landscape and cultural heritage suffer great destruction aswell. It is extremely urgent for Changzhi to construct city wetland park and develop citywetland protectively.Through the investigation and analysis to Changzhi urban social economy and its environmental function, and analysis to some related data of Changzhi wetland, the author thinksthat Changzhi is qualified to construct city wetland park. So should to do first thing is to planthe construction of city wetland park:（1） Research shows the planning of Changzhi citywetland park should focus on the natural renaissance, area enlargement and recovery of citywetland and the construction of its cardio-pulmonary function.（2）Put the ecologicalprotection first, give consideration to economic benefit and social effect as well, to form anopen natural space and a transitional zone, accepting great amount of animal and plant speciesto form healthy biotobe.（3）The goal of the planning of Changzhi city wetland park is torecover wetland natural ecological system, promote wetland natural growth, improvebiodiversity level,realize the naturalization of wetland natural landscape by comprehensivetreatment to the whole water system within the wetland and the surrounding environment.（４）The principle of the planning is basing on ecology, putting protection first, reasonableutilization, and coordinating construction. Being based on the principle, Changzhi citywetland park is planed to be divided into four areas, that is the key protection region, RufeGibbs Hall, tour activity area, and management service area. And the plan is scientific andreasonable including lots of aspects from water system, water front, roads, plants, locallandscape, buildings, tourist capacity, tourism planning to organizing and management and soon.Research to the design and plan of Changzhi City Wetland Park of Shanxi Provinceshows that designing and planning a city wetland park, the first thing is to make sure a correctguiding ideology, the second is to divide the whole park into reasonable function zones, the third is to put the protection work first, the last but not least is to set up a reasonablegoverning and management organization, and at the same time make feasible managementmeasures.
