Former Chinese Premier Wen Jiabao in March2010to the Third Session of theEleventh National People’s Congress made the "Government Work Report" clearlystated:"vigorously develop low-carbon technologies, the promotion of energyefficient technologies, developing new energy and renewable energy, strengthen theconstruction of smart grid."Smart grid construction for the first time in thecountry’s government work report appeared, declared the State Grid Corporationproposed and implemented smart grid construction plan has been attached greatimportance to the Party Central Committee and the State Council.The smart gridconstruction rose from enterprise behavior to the national strategy, and smart gridconstruction into the "national economic and social development Twelfth Five YearPlan", which can be concluded that the next five years is five years key smart gridconstruction and big stride development in five years. Five years in the future smartgrid construction investment will be very large and complex, the conventionalsubstation power grid renovation work to bring the workload and invest in thetransformation of very large. While a large number of conventional substation intothe digital substation with IEC61850standard is the priority among priorities toupgrade its power grids, faced with such difficulties as the technical conditions arecomplex.This paper studies on the comprehensive automation of IEC61850standard forsubstation based on the specific conditions of transformation. Combined withpractical engineering, the author sums up the design principle of digitaltransformation of conventional substation, and debug the design, the digitaltransformation process need to pay attention to installation, maintenance operationis analyzed. Finally, taking220kV Dai River substation engineering case analysis,verify the digital transformation of conventional substation advanced, in powernetwork operation reliability.
