As the electric power load grows,Qinhuangdao appears weak power gridstructure,insufficient transmission capacity,inflexible operation mode, and many otherproblems.According to the results of power load forecast,the power load in2015isforecast to be the biggest load of2800MW,which has reached the maximum limit loadcapacity in the region,The construction of Qinhuangdao Changli substation improvethe structure of the region’s power grid in a great extent,and can solve the mainproblems currently exist.Comprehensive evaluation is a technical and economic activity which makessystematic,objective analysis and summary of the project that has been completed andrun for some time,for the purposes of the project, the implementation process,effectiveness,impact and influence.Comprehensive evaluation is expected to be ableto determine whether the target has been reached,while can find the cause of thesuccess and the failure of the project,;And comprehensive evaluation can suggestimprovements and suggestions to improve investment efficiency for the purpose ofthe project put into operation in the emerging issues.Comprehensive evaluation iswith transparency and openness,to objectively and fairly evaluate the project ’ssuccess and failure of objective and subjective reasons,more fairly and objectivelydetermine project decision-makers,managers and builders work performance andproblems,thus further enhancing their sense of responsibility and level of work.Firstly,this paper introduces the background,significance of the article,thecurrent research at home and abroad,then makes a theoretical introduction of Changli500kV substation construction projects.To further analyze the situation of theproject,based on the general theory of the article and comprehensive evaluationmethods, as well as the analysis of the actual investigation,combined the actualsituation of Changli500kV substation construction projects put into operation,usingAHP and fuzzy comprehensive evaluation to construct the project evaluation indexsystem of comprehensive evaluation,including new technical indicators,economicindicators,environmental and social indicators and makes a comprehensive evaluationof the project,The evaluation results indicates that evaluation grade of the project isexcellent and the whole efficiency of the project is good,which provides a referencefor the project.
