Higher requirements are put forward about the flood control safety and water supply assurance rate as the development of economic and society. Operate the reservoir by stages under the guarantee of flood control safety can improve effectively the flood resource utilization.Thesis took Chengbihe Reservoir in Baise City for a case study. Thesis first discussed in detail the necessity and feasibility of Chengbihe Reservoir operated by stages. Then a reservoir flood control risk rate model was put forward based on Monte Carlo stochastic simulation, and the flood control risk rate of Chengbihe Reservoir was calculated laterly. The hydropower generation benefit of Chengbihe Reservoir under different limited water levels in the main flood season and post flood season was calculated by means of water consumption rate per electric energy. At last, a fuzzy comprehensive evaluation model was set up to optimize the limited water levels in the main flood season and post flood season. The best limited water level in the main flood season is185.50m, and the best limited water level in the post flood season is187.50m.
