The determination method of designed level of construction will directly affect thequality of the pier construction, construction efficiency, construction period andeconomic benefits in a practical engineering,but the designer of the construction methodfor determining the water level has not a definite conclusion.It has great significance tooptimize the level of the construction in a practical engineering at the same time. AsChina developed on the mountainous river gradually, a growing number of riversentering the cascade development had making the original natural river hydrologicalcharacteristics changed which made the previous method of determining water portterminal construction is no longer applicable and also impacted the construction of portterminal project. In this paper, the proposed expansion of Chonggang Bajiaojiao pierexample, combining the information of hydrological station near the pier and using thehydrologic time series model, hydrologic frequency analysis and simulation methods.Analysis guaranteed rate under different construction level to determine a reasonableconstruction period, and then analyze the proposed pier project budget, consideringsecurity, economic and other factors, using analytic hierarchy process(AHP) eventuallyarrive at a optimization of construction level. The main contents are as follows:(1)According to the discharge data of hydrologic station near the pier and existingwater level time series, by using the combined method of the hydrologic frequencyanalysis and simulation analysis, select a different threshold level and proposed pierconstruction guaranteed rate, identify a suitable construction period.(2)The quantities under different construction schemes which is according to theconstruction schemes under different construction water leve.Combined with theengineering budget we had a comprehensive conclusion of the construction plan andbudget under different construction water levels for the proposed pier engineeringwhich provide the basis for the optimization of construction water level below.(3)Analytic hierarchy process (AHP) is the most commonly used methods inhydraulic engineering for comprehensive risk analysis. From engineering failure risk,construction technical feasibility, construction period, project budget four aspects for theconstruction scheme in this paper to carry on the comparison, it is concluded that anoptimal scheme of the construction water level, and provide a reference for engineeringpractice. Based on a comprehensive analysis of hydrologic time series model, getting theguaranteed rate of different construction water level through method of the hydrologicfrequency analysis and simulation analysis, considering the proposed pier projectbudget, construction technical feasibility, construction failure risk,construction periodand other factors, presents a more scientific and reasonable method to determine thewater level of constructions which has a larger reference value in the actual project.
