With the improving of society development level, increasing of the number of motor vehicles’holdings, and outstanding of the traffic supply and demand contradiction, traffic jam in city artery becomes a problem which attracts people’s attention and needs to be solved. Especially when the rainy weather comes, the traffic jam in city artery becomes more serious. This problem leads to longer transport delay, lower travel speed and larger congestion area, which means more time consumption and fuel cost. In recent years, cities in our country are usually suffered from rainy weather with different level, and the present researches are all based on normal weather or harsh winter weather. In order to solve the problem of traffic jam, the formation mechanism and dispersion method of city arteries’congestion in rainy weather should be analytically researched.Firstly, this paper studies the relative theory of concept, category, property, space distribution and classification about the congestion. Then the traffic flow parameters’ reduction coefficient and regression equation in rainy weather are obtained, which is based on the analysis about how the rainy weather can affect the traffic flow parameters of sections and crosses. By developing some models, for instance, traffic flow model of the sections and crosses delay model in rainy weather, this paper analyzes the formation mechanism of sections, crosses and road network congestion. The city artery congestion is divided into four levels:smooth, light congestion, moderate congestion and heavy congestion. Following above, different dispersion methods in rainy weather are proposed based on different traffic congestion degree. Among the above aspects, it is significant to build impedance function and establish city artery dispersion model based on road network dynamic system optimum allocation. Finally, Chongqing Nanping ring road is chosen as the simulation model case because of its frequently raining. A software is utilized to dynamically simulate the case and analyze the results.Through the above research, this paper gets the formation mechanism of traffic jam in city artery in rainy weather, and the dispersion method suitable for different congestion level of city artery in rainy weather. This paper provides a new perspective and research methods to ease traffic jam in city artery in rainy weather, having important theoretical and practical significance to the management and control of city artery. Basing on the research, traffic flow characteristics in rainy weather, congestion dispersion based on the intersection and the road network, and control strategy to ease the congestion in rainy weather can be made in-depth and meticulous research in future studies.
