Urban transit has the advantages of high speed, large capacity, high efficiency and low pollution. The fundamental way to solve the problem of urban traffic is giving the priority to the development of urban public transport system, which takes the rail transit as the backbone. The important link of urban rail transit is the train control system, which is the important guarantee for the safety of passenger and train, which is the important guarantee to improve the operation efficiency. With the development of technology, it’s evolved into the Communications-Based Train Control by the Automatic-block between railway stations system. There’re various kinds of information and interface that connected with other system in the area of train control system, its structure is more and more complex and the difficulty of integration getting higher and higher. Ensuring this complex system become more safe and reliable, we need to carry out a professional risk investigation.By the end of the2013, there are87rail transit lines in19cities of china, with a total length of2539kilometers. The above each project would not succeed without the Train Control System. The common characteristics of these projects are pressed for time, high level of construction, and highly depended on technology. The risk which is caused by the instable factors during construction stage directly impacts on the success of the project. Considering that reason, we should strengthen risk management to alleviate or avoid the risk。According to the theory and method of risk management, and combining the characteristics of the train control system integration project, this thesis analyzes, summarizes and sum up the rise management of these projects in pertinence. It builds a similar risk management model about the system integration project. This thesis includes the characteristic, goal, process and monitoring of the risk management on system integration. It discusses the method and principle about the risk management based on WBS-RBS. This way is in compliance with the systematic principle and tradeoff principle of risk identification, further details the process of the qualitative analysis, and is closer to the pattern of quantitative analysis; it can also cover the whole process and all aspects of the program implementation, building up an effective risk management process, method and valuation system. Such management process may be used as the benchmark or reference for practical program risk control in order to avoid program risk and improve the economic efficiency of enterprises and the society. The paper also describes the application circumastance which based on WBS-RBS risk development in one project.It introduces the risk development process that used the way by Urban Transit conrolling system project and analyzes the advantages and disadvantages of the risk development in this project,as well as proposes the related proposal and hopes to provide applicaiton reference for other projects.
