With the rapid development of our country economy and sustained growth, China’shighway construction has entered an unprecedented big development period. Road transportis toward the direction of large-tonnage, high-speed development. However, semi-rigid baseas the first selection of highway project at the grassroots level is gradually exposed someserious flaws. Highway construction projects take large investment one-time, especiallyhighway asphalt pavement, so looking for effective solutions to avoid or reduce the crackdefects in highway semi-rigid base, and to use proper cost analysis to analyze it has becomean important part which makes highway construction projects steady development.In this paper, based on statistics and analysis to the test data of basalt fiber semi-rigidbase, expounded the feasibility of basalt fiber in highway semi-rigid base from thetechnology and the use of the most economic dosage in theory. Analyze the application andperformance of Semi-rigid base in the system of flexible pavement, elaborate on the variousroad schemes of Huanghua Port South Dredging East Extension project, and select suitablepredictive models for Huanghua Port South Dredging East Extension project according tothe pavement performance cycle research results at home and abroad and the decay model.Meanwhile, predict decay cycle and performance regularity under different solutions, andlay a foundation for pavement in the whole life cycle cost analysis. Through the use oflife-cycle cost analysis theory, combined with domestic and foreign research results forhighway life-cycle theory, highway life-cycle cost calculation model is established, and thenapply this model to construction plan’s economic analysis in Huanghua Port SouthDredging East Extension project. Conclusion: the semi-rigid base withbasalt fibers is notmaking the costs in construction period higher, and it improves performance because itreduces maintenance costs and vehicle operating costs in the post-operation period.Considering the whole life cycle, basalt fiber semi-rigid pavement is lower overall cost andhas a good economy. So it is recommended to use this to build project.In summary, the theory of the whole life cycle costs in this paper on the basis of theexisting theoretical framework and engineering practice from home and abroad is applied toeconomic analysis of basalt fiber semi-rigid pavement which can reduce cracks occurring. Ittakes full account of the whole process cost from project construction period, operationperiod until retirement, which is advantage to form an atmosphere that minimum lifetime cost and enabling maximum efficiency in the use is pursued.
