| The power construction projects in our country stays at a frequent level of accident, and the security of power construction projects is not only related to the employees’ safety and well-being, but also related to the development of enterprises and social stability. The most important and urgent duty of power construction projects is safeguarding the constructor’s personal safety, creating a safety environment, raising the safety level of the safety management.Our country and State Grid Corporation pay much attention to distribution construction project safety work, every construction enerprises have also take a lot of measures to improve it, but the construction environment conditions is complex, safety management and security technology still have many defects, person and equipment both in low state, all of the factors cause the much risk which are difficult to control. In this paper we take Zhangjiakou as an example of the power distribution, and study the management of the project.This paper give an overview of the safety management theory, security management, security management methods and so on, The paper through introduce the basic safety management of risk identification, taking the distribution reconstruction project with a large amount of high-altitude operations, require reasonable coordination, and more open operation, tight, cross-operating more diversity and complexity of the construction characteristics into account, then discuss the electrical safety risk managemnet from operational risk, technology risk, natural risk, management risk and environmental risk to society. And identify the project risks by utilization of brainstorming, the Delphi method and fault tree method and other methods. We build a safe multi-level comprehensice evaluation system which based on early introduction to the theory and correlation analysis, and the system contain a person’s risk factors, management of safety risk factors, the risk factors of safety equipment and environmental risk factors. Next, based on the fuzzy comprehensive evaluation theory, we build hierarchical fuzzy comprehensive evaluation model and evaluate the project safety management, the results prove that the project is safer, and further analysis the various security safety factors. Fanally, concludes with recommendations based on the evaluation results. |
