With the rapid development of information technology and communication technology of society in21st century, the demands for electric power application became higher. The task of establishing the smart grid program in accordance with China national condition was provided by the State Grid Corporation in order to meet the needs of customers on electricity. The advantage of smart grid program is mainly reflected on accurate and convenient interactive communication between the power grid and power users, therefore, it is necessary and practicable to establish electric power load management system in China, and in the near future, it would continue to be a research focus in national smart grid program. Because of late-development of smart grid system in china and the complexity of power lines in some areas, it is difficult to transfer the collected electricity data. Based on these reasons, this paper mainly focus on the analysis of the main system for information collection system in design, construction planning, protection measures.Beijing was taken as study objects. This study investigate not only the construction and application of electric power load management system, but also the problems of the system. Combined with the actual situation of the development, the power load management system developed capabilities to achieve a cost-benefit analysis. In addition, this paper calculate air-conditioner electric power load response in area of Beijing based on the consumption characteristics, and also proposes the relevant policies, rules, standards and incentives which would satisfy the requirements of China.
