On the back ground of population keeping increasing carried by the earth and speedy development of economy worldwide,global water resource crisis erupted.In addition,the green house effect changes the global atmospheric circulation,thus the whole hydrological circulation changes correspondingly.The extreme whether phenomenan happens at a high frequency,which made both water resource reservation characteristics and water resouse distribution are diffucult to analyze and control.Therefore.people are increasingly paying more attention to research on water resource.The major research content in this paper is about water resource carrying capacity in Heilongjiang Province,which is of water resource of maximum economic scale under the condition of limited available water resource.the level of production and currently exploitation ability to make sure no damage to the ecological environment.The analysis method used in this article is figuring out the water-used industry’s production value dividing the the water used by a certain industry which is called the contributed GDP by water per water amount.After subtracting the both urban and rural citizens’daily water usage and basic ecological water which include dryland water demand and wetland water demand,using local limited available water resource.setting different variables in the mutiple abjective linear optimization function on behalf of the water usage of diverse industry program the function with MATLAB7.1.Through iteration many times.the optimizaiton solution are achieved and several available water distribution plans are demonstrated.Then employing fuzz comprehensive assessment method evaluate the worked-out distribution plan by setting diverse evalution indicator,making sure the weight and rank the the indicator and give the score to the several available water distribution plan.That is the most reasonable distribution plan compared to other plans.The water distribution plan have demonstrated the water distribution in different business through multipling the contributed GDP by water per water amount.the water resource carrying capacity in Heilongjiang Province is attained.Analyzing the computation result shows that after optimization of the water distribution in different industry,the maximum of GDP is15.3%more than the actual GDP.The coefficient of the optimizaiton function of the third industry is the biggest compared to the other industries,besides the evalution rank of the third industry is also low in the fuzzy comprehensive evalution which means it has a less negative effect on the ecological environment,but it is restrained by market demand of the produciton,so the water distribution can not attributed more.The water distribution in agriculture should be set a certain limitation to make sure the production of agriculture can satisfy the human eating demand more than the food safety lowest standard.The water distribution remained should be used to industrial producing,to create more gross domestic produciton.Thus, under the condition of currently limited available water resource, through optimization distribution to attain the maximum load of economic scale,society population and environmental level,the maximum economic scale and population is attained.This is meaningful to both the decisions of the government in water resource management and whether the sustainable development of human society is possible. |
