The contradiction between water resources supply and demand in Dezhou city is quiteremarkable, and Dezhou city belongs to the water resource shortage area. Shortage of waterresources seriously restricts the rapid development of economic and society, and the occupyproblem of Dezhou city is appeared at the same time. The extension matching project ofDezhou city is the important component of the first phase of the eastern route ofsouth-to-north water transfer engineering, which is a project giving full play to the benefit ofthe engineering construction of south-to-north water diversion project. Auxiliary projects anddezhou drinking water safety engineering as well as the construction of the Dezhou drinkingwater network were significant to improve the water environment, accelerate the developmentof agriculture and industry, improve people’s livelihood, and ensure the safety of water.Before the construction of the project, selecting and building the scientific and reasonableproject design indicators, such as position and material is the key to reduce engineering cost,guarantee the quality, progress, and to ensure the carrying out of the project resonabally.This study carried out following3studies combining with the Dezhou extension projectof the south-north water diversion project:(1) investigate the social economy andhydrological, geological and other natural environment of Dezhou city; expounds thenecessity of water diversion project, analysis of the engineering tasks and scale by presentingthe situation of water resources problems in Dezhou city and combining with the generalsituation of main project;(2) put forward different schemes of water supply lines and pipe,take economic factors, environmental factors and safety factor as the main evaluation index,the introduce the projection pursuit classification model and the evaluation model of entropycoefficient to select and evaluate different schemes; during the calculations, in order to avoidthe impacts from the experts’ score value, the principle component analysis method was usedto treat the data.(3) look forward to the prospects of the synthetical development andutilization of water supply project from the project economic benefit, social benefit andecological benefit.Results show that: the calculated projection value and entropy weight coefficient valueof scheme1was the highest among the three schemes, recording as1.7509and1.3124respectively; in the tubing scheme optimization process, the projection value and the entropyweight coefficient of glass steel pipe value is the highest values, recording as1.8931and1.3931respectively. Therefore, scheme1, the upstream along the Liuwu bottomland, Jianhebottom land, and Chahe bottom land, downstream along the beaches and dart S353ChaHe respectively was the optimal route of water supply scheme with best comprehensiveconditions; and sandwiched glass steel pipe was the optimal pipe with the best synthesisconditions. The research results on one hand provides scientific technical support to extensionconstruction of the south-north water diversion project in the Dezhou city, on the other handprovides practice basis and useful reference for the application of statistical models on theplan optimization of water conservancy engineering projects.
