With the advancement of industrialization, the problem of the environment is more and more serious now. a large range of fog weather has emerged in several cities,which warns us urgently to protect the environment. It is imperative to strengthen the environmental protection and management by relevant departments. Environmental monitoring is the premise of scientificity environment management and to be a important part of the environmental management. Based on this background, Hunan service area as environmental monitoring samples, aim to research the remote real-time environment monitoring system, the following research work have been done in this paper.Based on the analysis of the source of environmental pollution in service area, outlet, public toilet, air quality, those three can accurately reflect the quality of the environment in service area have been selected to test for the target object, And the eight monitoring indicators have been chose in environmental monitoring system. Combining with the domestic and foreign research status of environmental monitoring and basing on the analysis of the merit and demerit and applicability in the current environmental monitoring platform, Environmental monitoring network overall scheme is designed. System network is composed of three layer structure:Basic site service area environment detection, municipal highway environmental management and Provincial highway environment monitoring command and control center. The detailed design was made in the following aspects. They are Information transfer, communication way at all levels, site hardware framework, system function structure and system workflow. Three layers structure of point, line and plane of environment information system can realize the functions of the environmental monitoring system.According to the system overall scheme design and based on the remote control principles, The key communication technology to realize the environmental monitoring are analyzed in the following chapters, The service site monitoring basic unit internal communication between upper and lower position machine and the upper B/S implementation of communication are analyzed in turn.The detailed design for the environmental monitoring unit and system implementation in the last two chapters, Including software design, hardware design, communication protocol, etc. In the aspect of system implementation, ChangDe city TaoHuayuan service area, for example, has set up a four indicators for the outlet of the environmental monitoring, and by this way realized some basic functions such as real-time data monitoring, historical data query, statistical information management.The construction of environmental monitoring system play an important role in improving the current environmental pollution situation, having a good command of the environmental protection pattern and improve the overall service level of highway service area. so this paper can be used as reference material by highway service area management or the environmental protection department.
