Research On Radioactive Waste Management System Of China National Nuclear Corporation

Radioactive waste management is an extremely complex system engineering,which includes the all technical operations of system and management activitiesfrom generation of radioactive waste to disposal. Safety of radioactive wastemanagement is not only the key issue of human health, environment protectionand the burden on the generations of mankind, but also the sustainabledevelopment of nuclear energy and industry. In the past few decades, ChinaNational Nuclear Corporation (CNNC) as the main business of radioactive wastemanagement has made great achievements, but still has some problems.Especially in situation of the global increased requirements of radioactive wastemanagement, there are enormous challenges in terms of radioactive wastemanagement system to CNNC.The law, regulations, standards on radioactive waste management ofinternational atomic energy agency (IAEA) and countries with advanced nucleartechnology have been investigated，besides technical systems and organizationstructure of representative nuclear enterprise of these countries. And basis of thestatus of the radioactive waste management system in CNNC, comparativeanalysis have been done in some areas, which are laws, regulations, standard,technical system and organization structure. According to the results, theprinciple of radioactive waste minimization and modern enterprise system, thenew organizational structure of CNNC on the area of radioactive wastemanagement has been designed. And the indemnificatory measures are proposed.With the development of the nuclear industry and the increasedrequirements of environmental protection and human health protection, thisresearch show that “Atomic Energy Act” should be enacted at first as soon aspossible, which makes the existing laws, regulations and standards programmatic.And the existing laws, regulations and standards at all levels should be improved gradually. Secondly, CNNC can be optimized by the given technical system andorganization structure of radioactive waste management in this research. Finally,five indemnificatory measures are proposed for radioactive waste managementsystem of CNNC in this research.
