With the rapid development of social economy and rising disposable income, the car gradually gets into the ordinary family. The increase of vehicle population resulted in big city traffic congestion is becoming more and more serious. To find out a scientific method which can effectively solve the city traffic problem and guarantee the sustainable development of the city, is an important task in the development process of our city at the present stage.Taking the " Study on the necessity of multi-function residential district construction and the traffic organization optimization " as a starting point, we can affect the whole city traffic by changing the planning modes of the traditional residential areas, building multi-functional residential district, and optimizing its internal transportation organization. Through this method the city will develop orderly and rationally. This paper suggests using planning mode of multi-functional residential district instead of traditional planning mode of residential area. The internal living capacity, jobs and frequent use of living service of these new multi-functional residential district can keep the basic balance which is so-called W· H· S balance. The new multi-functional residential district planning mode changes the form of city development, reintegrates of the city resources, and relayouts the city function district. This makes the residents studying, working, shopping, entertainment nearby, so as to reduce the trip distance, and avoide large cross travel. At the same time, it makes the traffic pressure in the main traffic road suddenly dropped, and combination of scientific and reasonable internal traffic organization of community, the city traffic environment is taken on a new look, and it can ensure the sustainable development of the city and smoothly passing of city traffic.Considering the history of the development of small city, city group theory and the "three stage" enlightenment, it is an effective way through summarizing the construction of multi-function residential district and the traffic organization optimization to solve traffic problems in big city. And it also analyzes the necessity of construction of multi-function residential area. With "inside Hefei lives" for the principle, this paper puts forward the inherent requirement of multi-function residential district. And then basing on the overall layout of multi-function residential area as the example of the analysis of virtual sample, this paper optimizes the traffic organization mode, including the road network layout optimization, the external traffic organization optimization, motor vehicle traffic organization optimization, slow traffic organization optimization, public traffic organization optimization and static traffic organization, which aims to optimize various transportation systems to influence the whole traffic system, in order to ensure good operation of city traffic system.Finally, according to the planning mode of multi-functional residential district, this paper provides suggestions for the design and optimization of the internal traffic facilities based on the "people-oriented, pedestrian priority" concept. The internal traffic of multi-functional residential district takes the pedestrian and bicycle traffic as the main, in order to ensure traffic safety, comfortable, convenient, the road facilities should inject more humanized thought, and should give more priority on the row assignment. Both traffic facilities and non-traffic facilities should reflect the harmonious and livable of multi-functional residential district. Not only guarantee the people and vehicle safety, traffic smooth, but also to create a warm, elegant, ans quiet living environment.
