With the continuous development of the international shipping industry,the portthroughput continued to accelerate, the number and tonnage of the ship increased so fast inthe pasting area of jurisdiction that the opportunity between the ships grew.The harbor navigation environment has been a prerequisite for the survival of portdevelopment.Similarly,a excellent navigation environment has became an importantguarantee to improve competitiveness and achieve higher production efficiency importantguarantee.Qinhuangdao Port, the world’s largest coal export port, the coal transportation hub inChina’s, coastline is mostly as jetties to structural arrangement in the open air basin, berthslevel is junior, and quay for mooring is poor.
