The rapid development of economy make the progress of the society, the new science and technology and equipment emerge in endlessly, also makes the society is an increasing demand for electric energy. In order to ensure the stability of power system operation and security, intelligent substation become the inevitable trend in the development of electric power system transformer substation, is also the basis and premise of the smart grid. Intelligent substation by intelligent devices, intelligent regulation and real-time control of power grid, ensure the smooth operation of the power grid operation, and has a great influence for power system, must cause the attention of relevant power management personnel.It is a priority for all to design intelligent substation, and also directly relative to the levels of intelligence, informatization and interaction at the beginning, in order to implement the intelligent construction of the transformer substation. Therefore, it means a lot to study deeply the theory of intelligent substation design and complete the design of intelligent substation construction scheme with higher reliability and stability using mature and stable technologies, which also provides a good theoretical basis for the design of the smart grid.In this paper, the theory of intelligent substation design and the intelligent equipment is deeply researched, and also, using reference of the experience of the application of existing typical intelligent substation, the designing scheme is optimized. The design and planning of HangZhouHouPu220kV intelligent substation are also completed. This paper research the situation of research, application and development of intelligent substation, analyzes the typical configuration scheme of intelligent substation and the research status of intelligent devices; And then this paper expounds the generation of intelligent substation, the definition, technical features and system structure, and according to the characteristics of the transformer substation construction and operational work, clarify intelligent substation design principles and design principle of the network; System research the structure, principle and characteristics of electronic current transformer. Through the comparison of the different current and voltage transformer, a device configuration scheme of HouPu intelligent electronic transformer substation and intelligent switch, intelligent terminal, etc. is determined. According to the IEC61850, complete of HouPu station intelligent design system structure, equipment on-line monitoring system of transformer substation; In addition, analyze the present application situation and existing problems of protection, measurement and control in the existing secondary system and complete the optimization design of the HouPu220kV substation secondary system, protection and control equipment, and integration design of protection and measurement-control device, station level equipment, AC/DC integrative system of substation’s power source. And also propose an integration scheme design of the protection, fault information system and automation system, network analyzer and fault wave record system, computer monitoring system and preventing misoperation system. Optimize the design of the network printer, secondary equipment group-screens, the secondary equipment arrangement and clock synchronization system. Finally analyze and summarize the proposed220kV configuration scheme of intelligent substation, pointing out the shortage of the proposed scheme. Maybe its usefulness will need to be tested and verified in the practical construction of intelligent substation. The future development of smart substation and foreground is prospected.
