On the pressure of energy risk and environment depravation, the globe is coming to new times of low-carbon economy. Electric Vehicles (EV) are considered as a solution of resource and environment issues, get the attention of governments and enterprises. New energy vehicles as a symbol of a new round of technological revolution, is the transformation and upgrading of China’s automobile industry, and is also the real innovation and technology to provide a historic opportunity to catch up. Electric vehicle charging facilities for electric construction is the foundation to develop electric vehicles, only to establish a sound infrastructure for electric charge can have mass popularization of electric vehicle applications. At present, battery swap station is a new coming thing, its technology is immature and technical standard is absent, therefore the construction of battery swap station is totally different from the construction of substation and meets many uncertain factors, and this may bring some adverse effects on project construction and operation. It’s necessary to study on battery swap station project, in the purpose of rational planning, scientific placement and risks during the construction progress.This paper describes the project risk identification, assessment and the basic theory of avoidance strategy, put the project risk management theory into electric vehicle charging facilities for electric project management. Using the Delphi method to identify the factors that electric vehicle charging infrastructure projects is facing from technology, market, policy, the charge for electricity facility construction and operation of the service and capital factors. On this basis, determining the weight of each index, and the risks were evaluated using fuzzy comprehensive evaluation method to construct comprehensive evaluation index system of electric car conversion power plant construction projects; using analytic hierarchy process (AHP) to calculate Comprehensive Assessment of levels of weight, giving the analysis of the influence of different factors on the overall risk in a multi-level fuzzy comprehensive evaluation model (FCE) for power plants currently under construction quantitative research project risk profile; combining results of the analysis presented based on technical risk, market risk, policy risk, charging for electric vehicles different risk factors, electrical facilities construction and operation services, such as risk and liquidity risk avoidance measures. This paper focus on the risk of electric vehicle charging facilities construction project, its risk factors are faced by the identification, evaluation, proposed to avoid the risk of coping strategies,We hoped that the paper could provide some references for electric vehicle charging station building.
