Water resources evaluation is usually specific to a particular area, on the basis of the investigation of water resources, to research in a specific area of the concrete elements of precipitation, evaporation, runoff change rule and conversion relations,to instruct surface water and groundwater resources quantity, quality and its space-time distribution characteristics. Carry out water demand survey and supply amount of calculation, analysis of supply and demand of water resources to seek the optimal scheme of water resources sustainable utilization.To provide services for regional economic and social development and national economic departments. Water resources evaluation is the precondition of reasonable development and use of water resources, is the basis of water resources planning, is the basis for the protection and management of water resources.Zoucheng is a national comprehensive city (county) and it is also a new energy industry base.There are many domestic large enterprises and their demand for water resources quantity is bigger. Zoucheng belongs Huaihe river NanSiHu HuDong area drainage system, the city’s average water resources is about535million m3in many years and regional distribution isn’t very uniform. Per capita water resources is462m3and it is only one fifth of the the national per capita water resources.Zoucheng belongs the area of water crisis. With the rapidly development of social economy and the continuous improvement of people’s living standard, especially coal chemical enterprises get considerable development, the water resources which support the industry development is short, groundwater exploitation under high pressure, the surface water environment is getting worse. Evaluating the condition of water resources of Zoucheng city and study the change of water resources situation are necessary.Determination of series of water resource value is influenced by many factors, including factors such as rainfall, evaporation, rainfall infiltration in the region.Based on the correlation between the series of urban water resources and the rainfall series to extend the water resources series of Zoucheng. The results show that the extension result accuracy is high. Water resources evaluation of Zoucheng including surface water resource evaluation, evaluation of groundwater resources, water resources evaluation, availability of water resources evaluation and water quality evaluation, etc.,It has important significance for scientific planning of water resources exploitation.Because of the water resources series has a certain randomness and volatility,according to the characteristics of the existing water resources series, based on the moving average method, as far as possible eliminate the error caused by the volatility, analyzes and predic the next decade water resources of Zoucheng.Prediction results are more reliable for lacking of water resources observed data and providing a way worth exploring to evaluate the water resources.
