At present, water crisis has become increasingly prominent in China. Floods, water shortages and deterioration of water environment seriously affect the sustainable development and utilization of water resources in China, especially in the northern region. Water shortage and water environment deterioration severely restricts the socio-economic development and environmental protection. Traditional water allocation with water amount allocation as the core has insufficient consideration of water quality, and it is not adequate for the socio-economic needs of the water quality requirements. So, we need to research a regional water resources optimal allocation model which can cover the whole elements of water resources allocation. Combining with the traditional water resources allocation of research,this paper builds a water optimal allocation model of regional water resources total factor. and derived configuration by the water quantity and quality united configured. In addition, we select a representative metric of the program to build evaluation index, to calculate the package level characteristic value by variable indicator set interval optimization. Based on in zoucheng city as an example, this paper gives forward total factor optimization allocation of water resources and program evaluation in zoucheng city. The main results are as follows:(1)Analyze the idea, structure and composition of total factor optimization allocation of water resources. This configuration integrated water resources system, economic and social systems and ecological systems, constitute regional water resources- social and economic-ecological environment coupling system.It considers the interaction among the three subsystems, clears subjective factors in water configuration changes, and carries out the multi-objective analysis and optimized simulation.(2)Combining the three systems, total factor optimization allocation of water resources model was constructed. Calculate water resources supply and demand balance through the water supply unit as the core in the study area. With water balance of water resources partition and river ecological runoff as the core, analyze balance of water resources and ecological water assurance. With river water environmental carrying capacity as the core, analyze compliance rate in.water function zones. In the meanwhile, control the proportion of water,total water consumption and pollutant emissions by the water quantity and quality united configuration to curb demand reasonably, guarantee the effective supply and the sustainableutilization of water resources.(3)Program evaluation based on variable fuzzy set. According to theorem of opposites variable set, select the representative indicators in the three systems, using the variable set interval optimum seeking method to construct excellent interval indicators, and calculate index characteristic values according to the concept of "either/or" in variable set. Combining with AHP and entropy value method to determine index weight, finally calculated plan level characteristic value which can reflect the sustainable level.( 4) Based on applied research in Zocheng city as an example. Evaluate of water resources situation and research the law of economic and social development in Zoucheng city; Evaluation of water resources utilization, it is concluded that the use and consumption situation for benchmark year in Zoucheng city; Research on the rules of economic and social development, and analysis the water supply and demand trends in benchmark year and planning year, build a suited water supply and demand forecast model; Evaluate the water environment, then calculate water quality situation and assimilative capacity of the main river in water functional areas in Zoucheng, and get the contaminant distribution plan based on river degradation ability.Based on quantity and quality united configuration, we calculate water resources optimal allocation scheme in 2030 In Zoucheng city. According to "The smaller the more excellent" principle, we select the best plan, and get The focus of the water resources allocation in Zoucheng according to the program set characteristics. Research results have guiding significance for the promotion of water system, achieving sustainable development of regional economic-social systems and ecological systems in Zoucheng city.
