Currently, the city park planning and design for the special population-blinds pay more attention on the barrier-free accessibility design, the degree of concern for the landscape is somewhat lacking. Due to the design, management and other aspects of social consciousness, there are some problems exist in the barrier-free accessibility design such as formalism, severely damaged, incompleted landscape and on. When the degree of a social civilization is evaluated, how they deal with the vulnerable groups is often a very important measure. Therefore, improve the urban park design theory for the vulnerable group of blinds can not only make their daily lives be enriched, balance their psychological, get rid of an inferiority complex, but also make them integrate into the society. For it harmony and stability of the society is of great significance.Firstly, the dissertation analysis the soundscape, smellscape and tactile landscape landscape that blinds can feel with the literature; Secondly, the blind questionnaires, analyze the basic needs of the blinds; Once again, integrate the results of the questionnaires and the theoretical analysis together in the way of deduction, to explore the theory of park design for blinds; Finally, analysis and demonstrate the main content of this study with examples in order to provide content and bedding strategic for the park design for blinds, provide reference for others’research and application, so that more blinds can enjoy the same right access to city parks as a healthy people,can get a good improvement in cultural life, and make society more harmony and stability.Based on the analyzation of the theory of park design for the special population-blinds and its practical application, in order to get the following conclusions:(1) Blinds mainly psychological needs include security, social contact and respected. Physical needs is regular space, the compensatory behavior makes the blinds’s hearing, smell, touch more sensitive than average.(2) Accessible road’s layout should be simple, coherent. And in order to increase security,the road should with blindroad and ramps to help the blinds. In the accessible public facilities design, sanitation facilities including the toilet without distinguishing sex, the toilet with the third gender room and the toilet with accessible seat; Make the voice facility as the main information facility, assisted with braille facilities and figurative facilities to achieve accessibility technology; Wooden rest facilities has been widely welcomed.(3) Most of blinds tend to enjoy soundscape and smellscape, for tactile landscape preferences significantly lower than the level of both; Soundscape design primarily include natural soundscape design, artificial soundscape design and noise control; Smellscape design should combine with road, the landscape sketches and flowering shrubs. In the design process, configure different aromatic plants together and configure different aromatic plants correspond with zoning issues is very important; Hard tactile landscape design include forming different shapes, different temperatures and different textures of landscape sketches with different hard materials; In soft tactile landscape design, the water design should primarily consider security issues, so raising the water to facilitate the blind touch is necessary, plant design should pay more attention on the leaves, bark texture and fruit with special shape.(4) Combining with the Botanical Garden for the Blinds in Shanghai Chenshan Botanical Garden and Elizabeth and Nona Evans Restorative Garden abroad these have already been built, the main contents of this article:soundscape, smellscape, tactile landscape, accessible roads and accessible public facility design techniques are verified to be feasible.
