The construction industry is one of the top three energy consuming industries, which accounts for one-third of the total energy consumption of the world. The energy efficient building is inevitable issue to realize sustainable development in our economy. The energy consumption value of large public building is quite high that its power consumption per unit area can reach up to10-20times of the house. It is undeniable that public building has huge potential in energy-saving area. The office building is the most typical architectural forms during low-caborn evaluation and benefits analysis of public building.Through a large number of literature review and sorting, this paper firstly made analysis and comparison among kinds of buildings, like the lowe-carbon buildings, green buildings, energy-efficient building and sustainable construction, etc, to reach full understanding of low-caborn building. Secondly, With reference to the correlational green and low-carbon building evaluation index system, and based on the life cycle assessment theory, a low-carbon public building evaluation index system which was suitable for Hunan district was established. Thirdly, based on full life cycle costing theory and cost effectiveness method, this paper analyzed the algorithm of incremental costs and incremental benefits of low-caborn public building, through economic benefits, social benefits and environmental benefits. Besides, it developed the economic model of the full life cycle of incremental costs and incremental benefits of low-caborn public building. Particularly, the evaluation model of solar technology efficiency was established from two aspects which were energy-saving benefits and environmental benefits.Design and energy-saving information of the office building was collected through our first-hand investigation, questionnaire survey and literature search. This paper conducted an empirical research on the calculation and analysis of the actual case in Hunan district.The establishment of low-carbon public building evaluation index system and benefits analysis model was in accordance with the current level of China’s construction industry, which promoted the development of low-caborn sustainable theory and technology. It also can provide theory basis for establishing supervision system of public building energy conservation. Benefits evaluation of the low-caborn technology will be helpful for stimulating people to define the rights and duties, and optimize the investment profits.
