In recent years, with the requirement of the rapid development of national economy, the scale of the government investment on the construction of port and navigations channel gets larger and larger, which leads to a rapid development situation in the dredging industry. A batch of outstanding and competitive private dredging companies is emerging while the traditional state-owned dredging companies are developing rapidly. Meanwhile, the excellent foreign companies are having their access to the market that is nearly saturated. In the face of increasingly fierce competition of the market circumstances, the question that how to keep company developing in a sustainable and steady way while maintaining their market share arises for the state-owned large-scaled dredging companies. To this end, this paper suggests that the key factor of the realization of sustainable development lies in improving the cost management and control as well as increasing efficiency and reducing cost.The foreign experts and scholars have performed considerable researches on the cost management and control in the construction industry and have worked out various kinds of methods in cost management and control, such as Standard Costing, Activity Based Costing, and Whole-process Management Method and so on. And different management methods apply to different sectors. For the construction industry, which features large investment and high risks, the domestic costing management system is still on the way.According to study the project cost control theory of home and abroad, Combined with specific engineering case analysis, In accordance with the whole process cost management theory,This paper mainly discusses three aspects of the project cost control. To disentangle two aspects of the company and the project; as the principle of whole process control three stage; six links around the cost forecast, cost target, system of cost control, process control, cost analysis, cost accounting cost assessment rectification, can explain main two dimensions of the company and project cost control, Just a different division, which embodiment full cost control; Three stage mainly showed the beforehand in and afterwards control is the important stage of cost control, Indispensable, which is embodied in the whole cost control process. six links of cost control reflected in the overall work, that is discuss clear goal of fighting purpose, clear and flow responsibilities system is the security of the control, Process control is the concrete implementation, accounting analysis rectification is the means to ensure that the controlled, assessment is the closed link of evaluation results of purpose attained, rewards and punishment.This paper consists of five chapters. Chapter one is the introduction, which introduces the background of this dissertation, the content to be researched as well as the train of thought and methodology. Chapter two is the general introduction of the theories on cost management and control, which summarize the basic concept and relevant theories on the costing of foreign construction projects. Chapter three introduces the characteristics of the project, the main strategy of the cost management and control, and the analysis on the existing problems in a.case of a relevant project. Chapter four raises the relevant optimization schemes of the cost management and control for the project with the combination of relevant theories and the author’s understanding based on the problems raised in the project case. Chapter five is the conclusion and prospect, main conclusion is summarized to strengthen project cost control needs to pay close attention to four important factors to improve staff comprehensive quality, necessity strengthen the contract management control the quality and safety, strictly risk control and propulsion engineering claims in addition to the aforementioned key content proposed of Two levels, Three stages, Six links.Due to time constraints and individual levels deficiency, there are also any key issues that detailed and in-depth study, and remained exploring and thinking of other scholars.
