Engineering project is a complex project which has a long duration. When the engineering project is being implemented, there are a lot of uncertainties and risks. In China, project tender has become the most common, the most important procurement method. Therefore, tender of the project is the first thing that contractor of the project is facing and whether he can win the tender and obtain a reasonable profit is being determined at this stage. However, the risks faced by the contractor are great in the tender stage of the project. After the tender is won, the engineering project is lasting for a long time and the existence of many undetermined factors can lead to the situation when after contractor accomplishes the contract, the self-cost turns to be higher than the quoted price. In this case, the contractor incurs losses. Firstly, this paper introduces the basic theory of the project and risk management, resumes the characteristics of engineering project and research status of tender risk management. At last this paper studies the tender risks evaluation combined with the analysis of the living example.The paper introduces the research background of this study and the problems that we need to solve after introducing the specific situation of engineering project in China. By way of reading and analyzing the literature this paper gives a definition of the concept of project bidding and project bidding risk, and analyzes their characteristics. Then, the paper introduces the procedures of project risk management. This article describes the identification and evaluation of the bid risk, the theoretical basis and methods of risk evaluation, the purpose and the procedures of risk assessment. The basic theory of two-tuple linguistic information, the definition and calculation methods of the ordered weighted averaging (T-OWA) operator were introduced. The paper focused on project bidding risk assessment method based on the T-OWA operator, analyses every step of risk assessment based on this method. Finally, the paper gradates the risk of a tender. This paper analyzes the tender of A bridge project with the method of T-OWA and obtains the gradation status of A bridge project tender risks. In the end, the study puts forward the main coping strategies and specific measures for handling the main A bridge project tender risks which are engineering quality, duration, and materials rising under the influence of political and economic factors.
