Study On The Timing Of Urban Rail Transit Construction

The rail transportation has the capacity to be big, speed quick, safe, punctual and so on aseries of merits, people are widely recognized: the solution of city’s traffic problems lies in theprioritize development of urban public transport system that make the rail transportation asthe backbone. In the process of rail transportation booming, there have been many problems,urban rail transit network layout is not reasonable and cause uneven development within cities;rail transit construction is not enough to match the scale of the actual passenger. Theseproblems make rail transport can’t effectively play the functions to ease traffic congestion,guide urban space layout, even hinder urban development. Therefore, how to build urban railtransit, which line is built by first, how much should construct, these have become theimportant issue--the timing of rail transport construction.Based on the study Rail Transit Construction timing of theoretical study and actualexperience, this paper summed up the general rules: early " rail line construct follows thepassenger", later " passenger go with the rail line." And selects the affecting factors from therail transit immediate period, mid-term period and long-term period construction plan, depictsthe factors throughout the building construction planning: urban socio-economic level, thetraffic demand, the completeness of rail transit network and the coordination of urban spatialdevelopment. And detailed analysis the index properties of each factor’s possible indicators.Then, according to the nature of each indicator to filter out the index system from impact ofrail transit construction timing, and according to AHP and Entropy method and objectiveindicators of subjective empowerment, and use of multi-attribute decision model of urban railtransit TOPSIS Method network lines sort Finally technical conditions and traffic demand,network completeness and coordinated development of urban space jointly determine thetiming and route of building construction scale of socio-economic level and according to thecity line project. Finally, this paper apply Xi’an urban rail transit network planningrecommended program(2013), results of this study will be used in practice, according to therequirements and urban development of Xi’an urban rail transit network economy presentstwo construction timing scheme, and Comparative analysis to get an optimal solution. On theone hand to examine the results of scientific research and rationality, on the other hand topromote the further study theory of the timing of urban rail transit construction.
