The rapid development of freeway transportation industry to bring people a lot of travelconvenience, while continuing to promote economic development of different regions. On theother side, the highway accident rate also shows high situation. As the fast driving speed infreeway, once traffic accidents happened, the property damage and personal injury or deathare immeasurable, also the traffic jams caused by the accident are not uncommon. Trafficcongestion caused by freeway accident, may not only causes great travel delays for travelersof the freeway, but also severe impact will spread to other roads which locate on the samenetwork as the accident freeway.As an important measure of evacuating traffic, traffic guidance can effectively reducethe loss caused by traffic congestion of accidents, and improve operational efficiency of theroad network. This paper analyzes the features of freeway accidents as be apt to causecongestion and be difficult to organize rescue, and then put forward the applicability of trafficguidance in different level of service and form of traffic accidents, and analyzes the maintransport induced demand for different travelers.Obtaining data of the drivers’ psychology cognitive on traffic guidance through thequestionnaires survey, this paper analyzes the influence of the driver’s individual attributes towillingness of traffic guidance, determines the degree of driver’s time tolerance, boundariesof saving time and detour distance of accepting traffic guidance. The analysis results of thesurvey will be applied to determining the diversion points and the shunt paths and accordingto the remaining capacity of the determined shunt paths to calculate flow diversion.This paper uses statistical software SPSS to fit the logit model for induced diversion.Based on a series of theoretical analysis, to Jingkun freeway accident happens somewhere,for example, to develop appropriate traffic guidance program. With the logit model fitted, thetraffic flow diversion on each path is determined, which is in line with the willingness of thedrivers for traffic guidance. In the follow, the survey programs and the construction methodof the diversion model need to be further improved.
